Foreclosure programs struggling to help

Southeastern Michigan set a foreclosure record for the first half of the year — 47,563 foreclosures, a 35 percent jump from the first half of 2009. Teresa Blundell wasn’t one of them — but just barely. It took the 55-year-old Lapeer woman nearly a year to get her mortgage modified to a lower payment.
